The Hungarian Mine Action Center is a nonprofit organization based in Hungary. The essential tasks of HUNMAC are as follows: to enhance and facilitate coordination of all mine action and UXO clearance activities in Hungary, to establish national standards to operate in a safe manner, to execute humanitarian mine action operations in contaminated territories outside of Hungary and provide training for operators to fulfill the UN standards in mine action operations.

The operations should include the five pillars of humanitarian mine action: clearance operations, destruction of stockpiled anti-personnel mines, raising awareness of the population on the mine risks, assisting mine victims, and ensuring the advocacy against the use of anti-personnel mines.

VISION

A world free from the threat of mines and explosive remnants of war, where all individuals and communities can live and prosper in a safe environment, the knowledge about mine and UXO threat is accessible to everyone, and the needs of mine and ERW victims are met and their reintegration into their society is possible.

MISSION

To develop and implement a sustainable mine action center that enables the planning, setup, and coordination of mine action programs for missions from Hungary. It is essential to provide different types of trainings according to IMAS standards, to enable operators to participate in missions abroad. The missions will restore safety in the aftermath of conflicts according to the needs of communities.

HUNMAC will pay particular attention to victim assistance to help the most vulnerable communities in a post-conflict environment. Individuals who have suffered physical, mental and/or sensory trauma need special help in the short, middle, and long term. This includes not only the emergency medical care, but rehabilitation, psychological and social support, increasing access to education, social services and livelihoods, and related laws and policies. The support measures should be harmonised with the complex needs of victims and survivors.

HUNMAC is responsible plans are the following:

  • Developing and implementing standards, regulations, policies, procedures, and guidelines for mine action and UXO clearance in Hungary which shall be based on the International Mine Action Standards (IMAS) promulgated by the United Nations Mine Action Service;
  • Setting up an efficient coordination system for all UXO clearance activities in Hungary; chairing coordination meetings and encouraging active participation of all relevant parties;
  • Setting up IMAS compatible training programs in humanitarian mine action for operators and provide required trainings and equipment for affected countries;
  • Planning and executing humanitarian mine action operations;
  • Management of IMSMA database that will record all available information on the threat of landmine/UXOs (suspected and confirmed contaminated areas; socio-economic consequences of landmines; mine incidents; mine accidents, demining incidents, and demining accidents and all mine action activities that have been carried out by HUNMAC operations;
  • Monitoring and inspection system for mine action carried out by HUNMAC operations and ensuring that national and international operators comply with the standards, regulations, policies, procedures, and guidelines as well as with the strategy and plan of the national authorities;
  • Coordination of donor community assistance in mine action and mobilising technical and financial resources for the mine action sector within Hungary and regionally;
  • Review and adoption of mine action projects before implementation; monitoring of the use of resources provided to the operators by the government and the donor community;
  • Providing suitable assistance for mine victims and collecting information about them for improving the database and assistance strategies;
  • Building and deepening partnerships with other mine action centres regionally and worldwide to exchange practices and knowledge and to organize joint missions.
